I have the honour to forward herewith a copy

of a letter dated 16th February fran the Manager of the Radio

Corporation of the Philippines with draft agreement enclosed,

together with a reply which I have caused to be sent thereto.

In view of the terms of your despatch No.16

dated 23rd January it would appear to be out of the question for this Government to enter into any such binding agreement

as is contemplated by the said Corporation.
